Should be a bushing in the front axle but I'm betting that the bolt and the holes in the frame are a bit worn.
I had to weld up the holes and the bolt on my old Ford 100/Jacobson Chief 1000. Pretty easy fix if you have a welder and a die grinder. I welded up the grooves that were worn into the bolt and turned it down on my uncles Lathe. And welded up the holes and reshaped them with my little die grinder and a carbide burr. Probably could have just used a drill bit but I did not have 1 that size.
