Well, I made sure my ground was good and checked the battery voltage when it was running 12.25 volts. I then turned on the headlights and the voltage dropped to 12.11....12.10.....12.08....12.07 then I turned off the lights and the voltage went up to 12.24 -12.26. I then loosened the positive cable and disconected the terminal while it was running.....the tractor immediately stalled out.

It seems the starter / generator needs to be rebuilt. It seems weird the the starter portion seems to work fine but that it is not charging right.

How much should I plan to pay to get this rebuilt locally?

PaNewt, I would try another regulator first if you have one around, if you have the old fashioned contractor type, the contacts can get corroded and need burnished to work right. If you swap it with a known good one, then you know.
