The dipstick on my wisconsin tr10 engine jumps up and down when starting and running, i figure blow by of some kind, runs fine starts ok doesn't use oil, just annoying

You should have the screw on type correct? If so check the rubber washer on the underside if its worn and or missing the cap will never be able to be tight. If you have the rubber gasket there I'd say crankcase breather issue as well

Just like a car just pushes on, thanks will check out the breather problem

when the ring get aligned there is a lot of blow by.

Had had 3 motors that tried to blow the dip stick out.

One that I pulled the piston out and the rings gaps were in a straight line.

Removed the top ring and checked the ring gap in the cylinder and is was around 0.010.

The cylinder wall still showed the hone marks, but lightly.

Rehoned the cylinder and set the rings. The second ring gap180 degrees to the top ring gap.

the oil rings (3 piece) set 180 degrees apart and 90 degrees to the middle ring gap.

No more dip stick jumping up and down.

It has a lot more power now.

5 of the last 6 motor I had worked on had the all ring gaps with in a 1/2" and the oil rings too.

Two of them were one piece oil ring.
