After rebuilding the engine, the throttle lever and cable has no effect on the governor spring. Moving the lever does not move the throttle. I read about adjusting the governor arm, but that does not tighten the spring. I don't know if it is hooked up correctly as the nut on the breather gets in the way.
Seems right. What you have there. Is the throttle wide open or closed in those pictures. I’ll post two pictures off my John Deere. K321 engine.

With the engine off the governor will always pull the throttle wide open and the spring will be loose. You likely do not have the governor shaft set right.
