I wonder if those plugs are for " Load Checks " My PK doesn't have them and one time I was lifting a wood chipper off a pickup the loader arms lifted it but when I tried tilting the bucket back instead of tilting back there wasn't enough psi to tilt back the bucket just fell forward ( since then I had to reset the relief valve ) Will my angle cylinder acted like you described when the piston was broken inside , you would want to move one direction and it seem to want to go in the other , a seal would act like that too ?

Get yourself a pressure gauge, and tee it into the down stroke side of your lift

cylinders. Could be the seals in the cylinders.
I really do need to get a pressure gauge. Would answer a lot of questions. I might try and get one here the next couple of days.

I just now got around to taking pictures of the valve torn halfway apart.

Here is the top view of the valve where the two smaller button plungers and springs resided:
