I am getting new cylinders for my loader project on my Bolens 1250 and they are red. I want to paint them Bolens brown......my question is do I have to strip off the paint or do I just paint over top of the red?

You will need to at least scuff up the red so the new paint will have some "tooth" to adhere to. Scuffing the red paint needs to go far enough to get rid of the gloss. You can use the reddish Scothbrite pads.

To sand blast or bead blast is a great way to get ready for paint. It can reach into all of those hard to get places. Also you are going to want to use some sort of hi heat paint .
