Tecumseh OH 160 Governor Issues

I have a Tecumseh OH 160 on a Bolens H16xl. I am currently having trouble with the governor. When I have the engine running and turn on the pto for mower deck the rpms drop very low and I have to use the throttle to bring them back up. When I turn off the pto it revs way to high and I again have to turn down the throttle. If I am going up a hill I have to turn up the throttle. So the governor is not governing. I set the governor according to the instructions of the Tecumseh Technicians Handbook. All of the throttle hook-ups are in the correct hole. Let me know if any of you guys have experienced this or if you have any ideas. I really would rather not take the crank case off to look inside.

Is that not normal? Engine going under load, so increase the revs?
