I would think so. My wheel weights have done the same thing. Unless the plastic has cracked and the crumbled pieces are escaping, they shouldn't get any lighter. I figured that there must've been voids in the concrete when they were made and from years of mounting and dismounting and the occasional pump when in use, the concrete is falling apart inside the plastic case.
